Bug fixes

• Fixed the AWS > Bedrock > Enforced Guardrail Configuration > Settings control resolving an unstable primary policy type. All seven sub-policies under the control (Guardrail Identifier, Guardrail Version, Selective Content Guarding System/Messages, Model Enforcement Included/Excluded Models, plus the main Settings policy) were set as the primary policy, which caused conflicts. This restores correct primary-policy resolution for downstream consumers, including the Turbot Guardrails Control prevention discovery, which only creates a prevention from a control's primary policy.
