Bug fixes

• The Allowed > Region > Regions policies on GCP > Vertex AI > Endpoint, Model, Notebook Runtime Template and Deployment Resource Pool no longer get stuck in an error state. They were failing because the service-level default they inherit from did not exist; the new GCP > Vertex AI > Allowed Regions [Default] policy fills that gap and inherits from GCP > Project > Allowed Regions [Default], so you can set the regions allowed for Vertex AI resources centrally from the project.
