Bug fixes

• The Instance Group Active, Approved, CMDB, and Discovery controls now declare the policies their inputs evaluate, the corresponding primary policies list the controls they govern, and the Discovery control is correctly categorized as a discovery control. There is no impact on existing policy settings or control behavior.
