Bug fixes

• Neptune cluster snapshot discovery is now correctly scoped to the account: AWS > Neptune > DB Cluster Snapshot > Discovery records only Neptune cluster snapshots owned by the account. Previously, it also recorded cluster snapshots for other database engines such as Amazon DocumentDB and Aurora, as well as public and shared snapshots owned by other AWS accounts, and their AWS > Neptune > DB Cluster Snapshot > CMDB controls could then fail on every run.
